In a sauce pan mix together sugar and water and bring it to boil.
At the same time, in a pan mix ghee and wheat flour and cook until the flour changes colour and is aromatic.
Pour the syrup in two installments as it will splutter a lot.
Keep on stirring continuously when you incorporate the syrup into the flour mix.
When all the ingredients are combined to a smooth pulp, keep on cooking the mixture until it lets out ghee.
Once the ghee oozes out of the halwa, remove it from heat and serve it hot or warm.
