For The Patties:
Mix together paneer, maida, sooji and cardamom powder and knead to form a soft dough.
Divide it into 9 equal portions and shape each into a ball.
Flatten them to form patties.
Heat oil in a pan and deep fry the patties until golden.
For The Milk:
At the same time, bring milk to boil in another pan.
Allow it to boil until it reduces to half.
Add in condensed milk and boil for two more minutes and remove from stove.
Add the paneer patties and let it soak until it cools down completely.
Cover and refrigerate for an hour or two.
While serving garnish with sliced pistachios and saffron.
