Reserve 1/4 cup of milk.
Bring the remaining milk to boil.
Add corn flour to the reserved milk and mix well.
Add it to the boiling milk and keep on stirring.
Add condensed milk and cook until the mixture becomes little thick.
Remove from flame and add cardamom powder and chia seeds.
Allow it to cool completely.
Fill popsicle moulds.
Freeze for a minimum 8 hours.
For serving, place the mould below running water for 20-30 seconds and then pull the popsicle out of the mould.
Serve immediately.
